REQUEST FOR PROPOSALS PROFESSIONAL ACCOUNTING SERVICES

The Toddy Pond Watershed District (TPWMD) is requesting proposals from qualified firms of certified public accountants to provide accounting services for the three fiscal years ending: June 30, 2027, June 30, 2028, and June 30, 2029, with the option of a two-year extension.

The District is a quasi-municipal district established and organized by Act of the Maine Legislature, 132nd Legislature, First Special Session, Private & Special Laws, Chapter 10, H.P. 350, L.D. 531 (approved June 18, 2025) (“the Act”) and approved by the voters of Blue Hill, Orland, Penobscot and Surry on November 4, 2024.

The District was established for public purposes and designed to assume ownership of the dam on Toddy Pond to subsequently maintain and operate that dam. The District is funded by four towns and has approximately 500 land owners that are assessed fees to fund the District. The RFP can be requested by contacting info@toddydistrict.org with subject line TPWMD Accounting Services RFP.

Proposals must be submitted to the Toddy Pond Watershed Management District, PO BOX 473 Orland Maine 04472 and received on or before 3:00 pm on May 1, 2026. All submissions must be sealed and clearly marked TPWMD RFP – Accounting Services. Proposals received in other locations will not be accepted.

The TPWMD reserves the right to reject or disregard any proposals, in whole or in part, based on the their sole discretion. The evaluation and selection process entail the exercise of judgement and subjective analysis and decision-making. By submitting a proposal, the Proposer waives any right to protest or object to the evaluation or selection process; TPWMD’s administration or conduct of the process; and/or any final decisions or selections made by the District.
