<p><strong><em>The town office will be closed for Labor Day</em></strong> and resume on Tuesday. Don’t forget the new Fall/Winter hours!</p>
<p><strong><em>The cafe at PUMC will also be closed for the holiday.</em></strong></p>
<p>Magic Food bus will move from the pick up location at the town office and instead will switch to the Community School beginning this Thursday.</p>
<p>The Cannery presents live interpretive music September 16.</p>
<p>The JCG 1 Pitch Co-Ed Softball Tournament is happening rain or shine the 21st and 22 all day.</p>

There was a Firearm Incident on BHHT’s Wallamatogus Mountain property on January
16, 2025, involving clay pigeon target shooting and recreational hikers on the property.
Blue Hill Heritage Trust allows hunting on a majority of our parcels, with the annual
completion of a hunting permission form, maintaining a balance of mixed-use activities
on our properties. However, we do NOT allow target practice of any kind on any of our
parcels. If you see individuals doing so, please Blue Hill Heritage Trust at 374-5118. In
response to this incident, BHHT is entertaining gating this property to limit vehicle use.

<p>The Alewife Celebration has been a collaborative effort between MCHT, Maine Center for Coastal Fisheries, and the Alewife Committee with Bailey Bowden taking the lead as the chair of the committee.  </p>
<p>According to Ciona Ulbrich of Maine Coast Heritage Trust and Bailey, there were about 500 attendees in all! A lot of smoked alewives and ice cream was eaten with many fish prints created.</p>
<p>Bailey reported that “macrobiology  was a big hit and was run by Sara O’Malley from Maine Maritime Academy. People got to see several forms of zooplankton and could examine them further using a compound microscope. There are a few printed bags remaining if people are interested.  After expenses, it appears that $162 in donations was collected which will go towards educational programs for students.”</p>

<p>Janet says ‘A big “thank-you!” to the 60 people who helped with Penobscot Roadside Cleanup Day this year, in the biggest turnout so far! We covered all but four half-mile sections of state roads in town. Special thanks go to the group of RH Foster employees who came from out of town to work on the soggy New Road, and to residents, friends and family members who worked on their own if they couldn’t join in on May 3rd. We welcome seeing less trash and even more community members on future Roadside Cleanup Days, which are generally held on the Saturday after April school vacation week.’</p>

Thanks to the generous donations of those who dropped things off, the Universal Waste Day Committee raised $1308.00 and recycled a lot of material. The net cost to the Town of Penobscot: $1.85.</p>

            <content:encoded><![CDATA[<p>Sylvia Tapley reported that Penobscot Historical Society’s last Open Buildings and Local History summer season ended on Sunday August 24 with a large crowd assembling for the ice cream social and antique roadshow on the PHS site. This year’s event was the largest by far with over 55 attendees. Many treasures were evaluated by guest assessor Peter Spruce from Cross Antiques in Milford Maine.  Some of the treasures included a church foot warmer from 1820 and a pristine hat box owned by Ruth Vanderbilt Twombly, great granddaughter of robber baton “Commodore” Cornelius Vanderbilt.</p>
<p>Families and children showed up for the homemade sweet treats. A beautiful end to all the summer events put on by the Penobscot Historical Society. <ol><li>The day begins at 7AM at the historical society with their annual yard sale. Breakfast and lunch will be available for purchase as well as a chance to buy some delectable sweet treats at the bake sale .</li>
<li>At 10AM our homegrown parade will once again travel from just above the chocolate church to the school. This year we’ll be honoring our veterans as they lead the parade as our grand marshals. Please come and join in the fun by watching or being a part of the parade. Lineup for the parade will begin at 9:15 above the chocolate church.</li>
<li>At 11:30AM the fire house will be hosting their Chicken barbecue with all the fixings that any good cookout should have.</li>
<li>At 12:30PM the Castine town band will be doing a concert outside at the historical society. Bring a chair and enjoy the wonderful sounds of these very talented local musicians.</li>
<li>At 1:30PM come watch the dog show behind the school as Viewpoint Dog Training and Something to Wag about unleash their troupe for four legged friends for a dog thrilling extravaganza. The show includes a crowd pleasing variety of high flying canine stunts and tricks as well as a meet and greet with the furry stars of this show. Please bring a chair for this event.</li>
<li>At 5:30PM the Methodist church will be holding a church supper with all the fixings that any old time downeast bean supper should have. And like with any good supper it should include dessert and how could you go wrong with their strawberry shortcake !  </li>

<li><p><strong>Reason for Closure:</strong> The project will raise the road elevation and install a larger-capacity concrete culvert to reduce flooding during storms and king tides, improving long-term safety and resilience.</p></li>
<li><p><strong>Funding:</strong> The work is <strong>fully funded by state and federal grants</strong>, with <strong>no cost to Penobscot taxpayers</strong>.</p></li>
<li><p><strong>Community Impact:</strong> The closure will divide the town and affect commuters, emergency response, school transportation, and municipal services.</p></li>
<li><p><strong>Detours:</strong> Traffic will be rerouted via <strong>Route 199 → Route 15 → Route 175</strong> toward Castine.</p></li>
<li><p><strong>School Transportation Plan:</strong></p></li>
<li><ul><li>The first week of road construction will be during April vacation.</li>
<li>After that adjusted bus routes will serve students attending Penobscot Community School, Bucksport High School, and George Stevens Academy.</li>
<li><ul><li>Bus driver Joyce Cyr will drive students from Castine attending Bucksport High School directly after Adams School drop-off.</li>
<li>Ed Wardwell will start his route @ 6:45 on the west side of the Mill Creek project, going down the Dunbar Road and coming back to Castine road, stopping at RH Foster at 7:10 AM to pick up any GSA students. Ed will then go through Orland, across the Gilpin Road, and down through N. Penobscot, arriving at 7:30 at PCS.</li>
<li>GSA student will pick up another bus at PCS to take them to Blue Hill while Bucksport High School is providing a van to take students to Bucksport.</li>
<li>Ed’s afternoon bus route will start by picking up Bucksport High School students and then will run the reverse of the morning bus route, going through N. Penobscot, Orland, and back through Castine.</li>
<li>James Clarke’s bus route will remain the same, except he will be adding the eastern side of Mill Creek, including Pierces Pond Road, to his route.</li></ul></li></ul></li>
<li><p><strong>Emergency Services:</strong></p>
<ul><li>Bucksport Fire and EMS will cover calls on the west side of the Mill Creek project. Castine EMS is also ready to assist with medical calls on the west side.</li>
<li>One fire tanker will be staged west of Mill Creek and Castine and Orland Fire Departments will be available to assist with fire calls on the west side. Blue Hill Fire Department is also on-call for fire calls.</li>
<li><strong>No burn permits</strong> will be issued in Penobscot during the closure.</li></ul></li>
<li><p><strong>Trash services:</strong></p>
<ul><li><p>Bowden’s Disposal will have a truck staged on the west side of the Mill Creek project (Location TBA) on Saturdays. Metal and demo materials will NOT be accepted at this alternate location. Residents will either need to bring those materials to the transfer station via the detour route or hold them until the road is open again.</p>

<p>Road Closure Set for April as Penobscot Advances Major</p>
<p>Safety and Habitat Restoration Project</p>
<p>Fully funded with no cost to the town; project will improve safety, climate resilience, and habitat
connectivity on the Bagaduce River
PENOBSCOT, ME — A monthlong closure of Bayview Road (Route 175) beginning April 20,
2026, will temporarily disrupt travel in Penobscot, but town officials and project partners say the
fully funded infrastructure upgrade will deliver longterm benefits for transportation safety,
climate resilience, and the ecological health of Mill Creek and the Bagaduce River.
The project will replace a failing granite culvert with a modern, largercapacity concrete structure
and raise the roadway to reduce future flooding. The work is funded entirely through state and
federal grants, with no cost to Penobscot taxpayers.
Spring Road Closure and Detour Plan
Bayview Road will be closed for up to four weeks from April 20 – May 20, 2026, to allow safe
construction and highquality installation in a sensitive tidal habitat. Traffic will be detoured via
Route 199 to Route 15 and back to Route 175 toward Castine.
“Many residents remember the two major storms in January 2024, when saltwater overtopped
this road and forced an emergency closure,” said Harold Hatch, Chair of the Town of Penobscot
Select Board. “Those storms made it clear that we needed to act — and act soon — to protect
both the road and the people who rely on it.”
Select Board members emphasized that the closure affects not only commuters but also
emergency response, school transportation, and municipal services.
“This will be a significant inconvenience for some residents, and we don’t take that lightly,”
notes Hatch. “But this shortterm disruption will give us a safer, longerlasting roadway and a
healthier stream and marsh system. It’s an investment in the town’s future.”</p>
<p>Why the Work Must Occur in Spring
At public meetings, Project Manager Robert Blunt of VHB explained that the construction
window is dictated by environmental considerations.
“Tidal, inwater work in Maine typically has to occur between November 15 and April 15 to
minimize impacts on fish and shellfish habitat, but this project received a one-month extension to
that work window” Blunt said. “This schedule is the best way to meet federal and state
permitting requirements while ensuring the project is built safely and correctly.” The timing will
align better with seasonal warming and paving material being available, so that the roadway will
likely be paved during this closure period as well. A flowing stream and tidal conditions can be
maintained throughout construction, since the proposed culvert is on a new alignment.
A Fully Funded Infrastructure and Habitat Project
With engineering and construction costs exceeding $1 million, the project would have been out
of reach for the town without external funding. Instead, a combination of state and federal grants
will cover the entire cost.
“Funding a project of this size would be a huge lift for a small town like Penobscot,” Hatch said.
“We’re extremely fortunate to have the partnerships that made this possible. This project
improves safety, strengthens resilience, restores habitat, and does it all without increasing the
local tax burden.”
The project qualified as a Municipal Partnership Initiative through the Maine Department of
Transportation (MDOT), which will fund a significant portion of the work.
“This partnership helps towns advance priority road projects that might otherwise sit on a
waiting list for years,” said Lisa Sekulich, MDOT region engineer. “It’s a smart investment in
infrastructure and community resilience.”
To complete the funding package, Maine Coast Heritage Trust (MCHT) secured a grant from the
National Coastal Resilience Fund, administered by the National Fish and Wildlife Foundation.
“This is a great example of a proactive community taking on an infrastructure project with major
ecological benefits,” said Ciona Ulbrich, associate director of community relations at MCHT.
“The Coastal Resilience Fund exists for exactly this kind of work—projects that protect people,
habitat, and infrastructure at the same time.”
Community Collaboration and Educational Partnership
A key component of the grant is scientific monitoring, which will be conducted by faculty and
students from Maine Maritime Academy’s Corning School of Ocean Studies.</p>
<p>“This project engages our students in real-world coastal resilience work,” said Dr. Kerry
Whittaker, associate professor of coastal and marine environmental science. “It’s a win-win:
students gain valuable field training, and the town receives quality monitoring that supports long-
term ecological health.”
The new crossing will allow tides to move freely, accommodate higher flows during storms, and
improve passage for fish and wildlife.
“This is another exciting opportunity to help fish populations rebound in the Bagaduce River and
the Gulf of Maine while increasing the flood security of a vulnerable roadway,” Ulbrich said. “It
shows how climate resilience, conservation, and public safety can align.”
Construction will be performed by Sargent Corporation of Orono, using engineering designs
developed by VHB.
Select Board members emphasized the extensive coordination required to prepare for the closure.
“It has taken a lot of time, energy, and planning to get to this point,” Hatch said. “We’re grateful
to residents, neighboring towns, emergency responders, school staff, and many others for
working with us. This project only comes together because so many people are willing to do
their part.”</p>

<p>The third bill from a slate of dam-related legislation originates in the backyard of lead sponsor Rep. Nina Milliken (D-Blue Hill). </p>
<p>A swathe of Milliken’s constituents reside on Toddy Pond between Penobscot and Surry, one of three dammed water bodies at risk of dewatering should the state allow dam owner AIM Development USA to abandon its aging dams.</p>

<p>Milliken’s bill would beef up the state’s loosely-defined statute regulating dam abandonment by giving municipalities more time to consider ownership of a dam and empowering the state Department of Environmental Protection to require more information on the dam’s structural condition.</p>
<p><em>The Monitor</em> has previously <a href="https://themainemonitor.org/maine-denies-request-bucksport-dams/" rel="nofollow" target="_blank">reported</a> that the statute has never been tested before and the state’s Dam Safety Program does not <a href="https://themainemonitor.org/underfunded-dam-agency/" rel="nofollow" target="_blank">enforce</a> maintenance standards, causing concern from nearby residents that AIM’s dams may be in poor condition.</p>]]></content:encoded>

<p>A new community food resource has opened in Penobscot, offering non-perishables to neighbors in need. Penobscot Provisions, located at 1 Bridges Point Road (the old firehouse on the corner of Southern Bay Road and Bridges Point Road), is operated entirely by local volunteers committed to ensuring no one in our community goes hungry.</p>
<p>The cupboard will be open 24/7 and is available to all community members who need assistance. It is placed <a href></a>on the back wall of the original fire station, which allows for privacy, but is still very accessible. Parking is available in front of the fire truck doors.</p>
<p>The cupboard relies entirely on community donations. Residents who wish to contribute non-perishable food items, household supplies, or personal care items can put them in the cupboard. Please check expiration dates to maintain safety for others. The coordinators will also be working to secure donations/funding through other sources but hope that the cupboard will eventually be completely community run. Neighbors helping neighbors is the goal.</p>

<p>Maine residents can participate in the Obsolete Pesticide Collection Program, a joint initiative by the Maine Department of Agriculture, Conservation and Forestry’s Board of Pesticides Control (BPC) and the Maine Department of Environmental Protection. The program aims to safeguard Maine’s natural resources and prevent agricultural pollution by promoting the safe and proper disposal of outdated, unused, or unwanted pesticides. </p>
<p><strong>Homeowners and small family-owned farms are encouraged to take advantage of this opportunity by bringing their unwanted pesticides, including herbicides, insecticides, rodenticides, fungicides, disinfectants, and similar products used in agricultural production or around the home, to collection sites in Presque Isle, Bangor, Augusta, and Portland.</strong> </p>
<h3><strong>Key Information</strong></h3>
<ul><li><strong>The next obsolete pesticide collection days will be held during October 2024</strong>, with one-day events in Presque Isle, Bangor, Augusta, and Portland.</li>
<li><strong>Pre-registration is required by September 25</strong> to participate; drop-ins are not permitted. </li>
<li>The program only accepts pesticides and spray adjuvants.<strong> <a href="https://hcpcme.us17.list-manage.com/track/click?u=ac3fc9b66b789b9c195eea633&id=50e87add58&e=b0059f2a2d" rel="nofollow" target="_blank">Registration instructions and forms</a> can be found online.</strong> </li>

<p>As the select board, we are sorry to announce that the Pierce Pond boat launch will be open for carry-in only starting today, July 29 through the middle of September.  We ask that people interested in the project make their observation times in the early evening after the daily work is complete. This will ensure that the project will not be shut down due obstruction by observers during work hours.. There will be weekly meetings with Linkel construction, engineers, the select board, Blue Hill Heritage Trust and other professionals with progress reports to be posted on the website. If you have questions or concerns about the project, please reach out to one of the select  board members and we will do our best to get the answers for you. <p>Absentee ballots should be requested before the end of October as they must be received at the Town Office by the end of Election Day. Registered voters may fill out an application online (see below) and have an absentee ballot mailed to them, or they may vote on an absentee ballot at the town office during the Town Clerk’s regular hours, by Monday, November 6.</p>
<ul><li>Residents who are not registered to vote may register with the Town Clerk and may vote the same day.</li>

            <content:encoded><![CDATA[<p>An overview of how the towns affected might work in conjunction with the State moving forward if the towns , including Penobscot, should choose to do so. This was the final meeting to gather information before the next step. </p>
<p>Those present went into break out groups and tasked with answering two questions. Stated simply, 1) should the dam be kept to maintain water levels as they are now or not? and 2) if so, how should the maintenance of the dam be parsed to pay for it? A mailer went out some months ago for taxpayers input. But there was also some representatives that do not live in Penobscot but have property on Toddy Pond. And while they knew that they did not have the right to vote, they chose to come to the meeting to express their opinion.</p>

<p>CCH ANNUAL MEETING: MEET DR. WARREN AND PROVIDE INPUT ON FUTURE OF HEALTHCARE IN CASTINE</p>
<p>The Castine Community Hospital Corporation (CCHC) is excited to announce that Dr. Gwendolyn Warren has accepted a position with Northern Light as the new physician at the Castine Health Center. Dr. Warren will begin seeing patients in October out of the Castine Health Center offices located at 102 Court St in Castine. <strong>We invite members of the surrounding community to join us on Wednesday, October 2nd at 5:00pm at the Wilson Museum in Castine</strong> for our annual meeting, where members of the public will be able to meet Dr. Warren and provide their input on the future of healthcare in Castine and the surrounding area. </p>
<p>You may find yourself asking: “What is CCHC? How are they different from Northern Light? Are they part of the Town of Castine?” Allow us to introduce ourselves: The Castine Community Hospital Corporation is an independent nonprofit separate from the town of Castine founded in 1928. <strong>Our mission is to ensure physician directed care for Castine, Penobscot, Sedgwick, Brooksville, and the surrounding communities and to provide public health and education programming/outreach.</strong> We control an endowment to provide for community healthcare, which we have historically used to incentivize physicians and other healthcare workers to accept roles at the Castine Health Center and to provide for educational programming.</p>
<p>CCHC also owns the grounds and building where the Castine health center operates and leases the building to Northern Light, who operates the health center. <strong>At our annual meeting, we will showcase our plans to renovate the Castine health center and seek input from the community.</strong> CCHC was incorporated in 1928 and has served the healthcare needs of Castine and the surrounding community for the past century. As CCHC looks towards the next 100 years, we are committed to renovating the Castine health center to enable our partners to provide an increased level of service to Castine and the surrounding communities. For example, the health center is now set up for telemedicine appointments. We seek to make further improvements, including more regular appointment times and an increased range of services including but not limited to mental health care and physical therapy. </p>

<p>With 73 cemeteries (71 of which are private ancient burial grounds) within 46.5 square miles, Penobscot has a rich burial history spanning almost two and a half centuries. </p>
<p>This event is open to the public and will be held at the Penobscot United Methodist Church. Free admission (donations accepted). Light refreshments will be provided. Bathroom on-site. Accessible ramp on left side of building but no accessible parking (drop off only). On-site parking is limited. </p>

<p>REQUEST FOR PROPOSALS
PROFESSIONAL ACCOUNTING SERVICES</p>
<p>The Toddy Pond Watershed District (TPWMD) is requesting proposals from qualified firms of
certified public accountants to provide accounting services for the three fiscal years ending: June 30,
2027, June 30, 2028, and June 30, 2029, with the option of a two-year extension.</p>
<p>The District is a quasi-municipal district established and organized by Act of the Maine Legislature,
132nd Legislature, First Special Session, Private &amp; Special Laws, Chapter 10, H.P. 350, L.D. 531
(approved June 18, 2025) (“the Act”) and approved by the voters of Blue Hill, Orland, Penobscot and
Surry on November 4, 2024.</p>
<p>The District was established for public purposes and designed to assume ownership of the dam on
Toddy Pond to subsequently maintain and operate that dam. The District is funded by four towns and
has approximately 500 land owners that are assessed fees to fund the District.
The RFP can be requested by contacting <a href="mailto:info@toddydistrict.org">info@toddydistrict.org</a> with subject line TPWMD Accounting
Services RFP.</p>
<p>Proposals must be submitted to the Toddy Pond Watershed Management District, PO BOX 473 Orland
Maine 04472 and received on or before 3:00 pm on May 1, 2026. All submissions must be sealed and
clearly marked TPWMD RFP – Accounting Services. Proposals received in other locations will not be
accepted.</p>
<p>The TPWMD reserves the right to reject or disregard any proposals, in whole or in part, based on the
their sole discretion. The evaluation and selection process entail the exercise of judgement and
subjective analysis and decision-making. By submitting a proposal, the Proposer waives any right to
protest or object to the evaluation or selection process; TPWMD’s administration or conduct of the process; and/or any final decisions or selections made by the District.</p>]]></content:encoded>

<p>2)           There will be a Bowden &amp; Son Disposal compactor truck located at RH Foster at the</p>
<p>               end of the New Road.  Residents from West Penobscot will be able to take their</p>
<p>               trash there.  This service will be available on Saturday ONLY.</p>
<p>3)           Any metal or demo trash will have to be held at home until the project</p>
<p>               is complete or taken to the transfer station via the detour.</p>
<p>4)           There will be <strong>Enter</strong> and <strong>Exit</strong> signs at RH Foster to keep the flow of traffic</p>
<p>               going in one direction.  Please watch for these signs. </p>
<p>\    Entrance will be from Rte 166 (Castine Road) and exit onto the New Road.</p>

The change must occur by the end of office hours on Monday , February 19th. Unenrolled can choose to vote in either the  R or D ballot. After you have changed your affiliation, you must wait three months before changing back.</p>
