Public Informational Meeting regarding the Mill Creek Project. Join the Zoom meeting at 6PM October 21st.
The application is for the replacement of a stone box culvert conveying Mill Creek (a.k.a. Mill Brook) under Route 175 (Bayview Road) in the Town of Penobscot. The project consists of installing a 16’span by 10’rise precast concrete box culvert, in addition to elevating the roadway through the crossing area to reduce coastal flooding risk. The culvert includes a Habitat Connectivity Design (HCD) stream-simulation 12-foot bankfull width channel with channel streambed material infill bottom, void-filled riprap channel banks, and wildlife passage shelves.
This project aims to greatly improve climate resiliency, fish passage and wildlife connectivity at the crossing. Representatives from VHB, the project’s engineering team, will conduct a PUBLIC INFORMATIONAL MEETING on October 21,2025, beginning at 6:00 PM online over Zoom. The purpose of the meeting is to inform the public of the proposed project, its anticipated environmental impacts, and the opportunity to submit written comments to the Department. Representatives from VHB will be available to explain the project and answer questions.
